Let's do a few 'what-ifs'.
What if your TV cable vendor charged you based on the number of people in your home?
What if your grocery store charged varying amounts for the same loaf of bread, asking the question, "How many will eat this bread?"
Most software licensing works just like that.  Ouch.
Thus, productivity suffers
Part of the reason that there are 'experts' within your firm can be directly attributed to this Roadblock. After all, what company can afford to buy multiple licenses for multiple HR software packages?
Then, dig deeper & pay for multiple Training modules, books, travel.

Commercial, desktop or HR software for > 1 user usually requires that you buy more copies.  Gets expensive. So companies select a few people to have the app, 'to save money'. These "chosen few" then get buried in simple work that could have been done by others. Lost HR productivity. Wasted expertise.  A depleted budget.  Read the paper or listen to the news.  It's time for all of us to Tighten our belts.
Create an application where HR doesn't pay for the same software over and over. Keep money in your HR or IT Department's budget, where it belongs.
Make sure that simpler work can be done by normal folks, not just IT Experts.
