Sites are one of the more elaborate features in your HRCS.  In fact, we bent our own rules a bit as Sites contains features that are so powerful that your IT Group may choose to use the HRCS to create and maintain the website(s) for your entire Company.  
Ten years ago, static (read only) websites could be created with a text editor. The evolution of 'the Web' has been rapid.  
Now:
Cascading Style sheets, Valid Strict XHTML, Dynamic sitemap.xml, Themes, Flash, AJAX, Content Management Systems, Google verification code, Analytics Code & Keywords analysisMost importantly, Dynamic  content for your Employees
are all 'must have' tools of the trade.
Your HRCS includes this, plus significant other features that allow a website to be much more than a simple 'read only' site.  Instead, your content can be dynamic, relevant and easily maintained.  All done with a simple, visual interface.

Why the Emphasis on Sites?
When most people think of a Site, they immediately conclude that it is a Website, 'on the Web'.  This is not necessarily true.  
When we refer to a Site, we are using a much broader term.  In brief, we define a Site as a system that a User can reach by using a Browser. If the Site is on a local Server in your Corporate offices and inaccessible to the rest of the world, then it is NOT a Website.  So - we are using a common Browser as an effective, no-cost Tool to carry information.  For your HRCS, it is possible that certain of your Sites may be Websites (on the Web), but more likely usage would be internal & local within the HR Department.
You can have an Unlimited number of Sites, all on the same HRCS.  You may have one for Employee Attitude Surveys, another for Dental Enrollment and others for Employee Benefit Statements, Policies & Procedures, Employee Handbooks, Retirement Planning .... and so on.
It's possible that the ONLY traditional Website would be one developed specifically developed for Recruiting high quality Employees.
